Information on obtaining Negative Confirmation for Passport Application

Applicants who possess an Afghan Tazkira that has not been verified by the Ministry of Foreign Affairs of Afghanistan, making them ineligible to apply for a new passport, and who also do not have an old passport for renewal, may apply for this certificate at this Consulate.

Required Documents
  1. Completed Online Application Form: Obtain and complete the form online. Ensure you have the confirmation number saved and ready. Access the application form [here].
  2. Proof of Afghan Citizenship: Ensure that both sides of the applicant’s Tazkira are uploaded clearly and legibly during the completion of the online application.
  3. Children born of Afghan parents in Germany must submit their birth certificate along with the Tazkira of the parents.
  4. Proof of German Resident Permit: Ensure that both sides of the applicant’s Aufenthaltstitel/Personalausweis [Sample] are uploaded clearly and legibly during the completion of the online application.
  5. Fee: The fee for Negative Confirmation for Passport Application​ is €10.
Application Submission Options

    Submit your application during working days and hours. Payment can only be made via bank card at the mission. Please note that credit cards are not acceptable.

    Visiting the Consulate without an appointment is not permitted
  • Applicants who possess an unverified Afghan Tazkira and are ineligible to apply for a new passport, as well as those without an old passport for renewal, may obtain this certificate to address administrative challenges.
  • If you require a Travel Document, the decision to issue it rests entirely with the relevant German authorities. They will determine eligibility after reviewing this confirmation along with other necessary documents, as per their guidelines.
  • Please note that the issuance of this certificate does not guarantee the approval or issuance of a Travel Document by German authorities.
